quite easy to bypass though.
I think it's easy to overestimate the problem. Users in these countries
(even non technical ones) quickly learn how to bypass hurdles in the
network. Although it would be great to host downloads on neutral
territory it might also be sufficient to provide the SHA256 of a malware
free binary...
